- The client to have a Facebook Business Manager set up correctly with all available assets linked and active:
- Facebook Page
- Instagram Account
- Ad account w/. payment method
- Base Pixel and Conversion Events implemented throughout site
- Apps
- Product Catlogs
- For [the agency] to have access to the Business Manager via the Partner Set up.
- For a member of [the agency] to have FULL CONTROL (formerly known as admin rights) on the client Businesses Manager Account.
To begin with, the following instructions are based on the assumption that a Facebook Page and Instagram account have already been created. If this is not the case, it is necessary to set up these profiles in advance and populate with the required information; basic information, cover photo/profile picture and multiple organic posts.

Terminology.
Business Manager
The Facebook Business manager is a place where you can manage multiple ads accounts, pages, and more in one place.
What can you do with this tool?
- Create and manage multiple assets such as a Facebook Page, Instagram account, audience list or product catalogue, all in one place.
- Control user access and permissions for everyone who works on your ad accounts, Pages and apps, and maintain ownership of all your assets.
- Track your ads on Facebook and Instagram more efficiently with easy overviews and detailed views of your ad spending and impressions.
Facebook Profile
Your regular Facebook Profile. The client needs to have one in order to create a Business Manager. This should be a genuine Facebook Profile. Not a business name or fake/empty profile.
Ad Account
Where you create and run ads from. You will typically have 1 ad account per business/client.
Facebook Page
A business’s page on Facebook. Typically, 1 business page per business. This page name is shown when advertising.
How to set up a client’s business manager, the right way.
Go to https://business.facebook.com/ and select Create an Account
Provide the most precise and up-to-date information you have while maintaining consistency across all details such as address and location.
For instance, aim to align the location with what is (or will be) specified on the Facebook Business Page.
This practice will mitigate the risk of being barred or having restrictions placed on your ad accounts.
Considerations:
- The Business Manager account requires an email address. The email address should match a personal Facebook account of someone who works for the business – this helps build trust with Facebook.
- This person should have Facebook Page access or be able to arrange access.
- Once the Business Manager account is set up, verified and has linked assets. The next step is to arrange Full Control access and Partner access.
Full Control Access (formerly known as Admin).
A user with full control has the highest level of access, capable of managing all aspects of the account, including adding or removing other users, managing assets such as pages, ad accounts, and catalogs, creating and managing ad campaigns, and setting up payment methods.
Full control users have complete access to all tools and features of the Business Manager account, and they can modify the account settings, configurations, and permissions. Moreover, they can manage user roles and permissions, regulate user access to specific assets, and assign tasks to other users.
Because admins have the most elevated level of access to a Business Manager account, it is crucial to ensure that only trusted and authorized users receive admin access. Admin access should be granted exclusively to individuals who require it to perform their job functions, and it should be reviewed regularly to ensure that the access is still necessary and appropriate.
It is essential to keep admin access secure and safeguard the Business Manager account from unauthorized access or misuse. Facebook provides several security features and best practices, such as two-factor authentication, to assist in securing Business Manager accounts and preventing unauthorized access.
How to give someone FULL CONTROL.
Once your account is created, click on the Business Manager menu icon in the top left corner of the screen.
Click on Business Settings, select Users and People from the left-hand side menu.
Click on the + Add button in the top right corner and select Add New User.
Enter the email address of the person you want to add as an admin and select the Full Control role.
Click Next and review the permissions and access you are granting to the new admin.
Once you are satisfied with the settings, click on the Invite button.
The new admin will receive an email inviting them to join your Facebook Business Manager account. They will need to follow the instructions in the email to accept the invitation and become an admin.
Partner access.
If you’re a business who works with an agency or consultant, you can add them to your Business Manager and share your assets with them.
When you add a partner to your Business Manager, you have the option to grant access to specific assets and assign particular permission levels.
Partners can view the assets you shared with them in their Business Managers.
How to setup Partner Access.
Before you begin:
- Only business admins can add a partner.
- Your partner must have a Business Manager. If they don’t, ask them to Create a Business Manager.
- You need your partner’s business ID.
Give a partner access to assets in your Business Manager.
To add partners or agencies to your business:
- Go to Business settings.
- Below Users, click Partners.
- Click + Add.
- Enter the Partner business ID you want to add and click Next.
- On the next screen, you can add partners to multiple assets. Choose a type of asset in the first column. Select the assets that you want to add your partner to in the second column. Assign a role for your partner in the third column. Repeat these steps until you’ve chosen roles for all of the assets that you want to assign.
